Otter Learning taps Wei-Li Chong as CEO and expands WIN Consulting to lead next growth chapter

Chong, former KinderCare executive, returns to early education with a dual focus on business growth and leadership transformation

Otter Learning has named Wei-Li Chong as its new Chief Executive Officer and President, marking a leadership shift aimed at advancing the company’s expansion across the southeastern United States.

The appointment comes alongside Otter Learning’s investment in WIN Consulting, a leadership advisory firm founded by Chong.

Founded in 2018, Otter Learning operates more than 70 early childhood education centers and has positioned itself as one of the fastest growing providers in the sector.

Leadership shift and return to early learning

Chong previously served as President of KinderCare Learning Companies and has held a seat on Otter Learning’s Board. He is known for leveraging culture and employee experience as tools for driving performance.

“I’ve been away from the early learning industry for six years, and I’m thrilled to be back with Otter Learning,” says Wei-Li Chong.

“Chase and Spencer have built an enduring company with a clear vision and strong values that prioritize employees, families, and communities. I’m excited to help expand Otter Learning’s impact and reach even more families.”

Chase Begor, Co-Founder of Otter Learning, highlights Chong’s track record in transformation: “Wei-Li was the driving force behind KinderCare’s business transformation, setting a new industry standard that fueled its unprecedented success nearly a decade ago.“

“In many ways, he redefined how early learning organizations think about culture, experience, and impact. We could not be more excited to have him at the helm as we enter our next phase of growth.”

Strategic expansion of WIN Consulting

In addition to his new leadership role, Chong will also serve as Board Chair and Chief Impact Officer at WIN Consulting. The firm advises companies on integrating culture and performance as a unified business strategy.

“I created WIN to help companies modernize the way they lead by measuring employee productivity as the strongest predictor of both business performance and company culture,” says Chong. “Too often, organizations treat performance and culture as separate entities—one driven by Finance, the other by HR. Companies who successfully integrate the two gain a lasting competitive advantage and drive sustainable growth.”

Spencer Kushner, Co-Founder of Otter Learning, says the company sees WIN as a long-term strategic asset: “WIN has already demonstrated measurable success across multiple industries.”

“We’re leveraging our experience in scaling businesses from startup to substantial scale to accelerate the use of Wei-Li’s methodologies, and positioning WIN as a vital asset in our broader strategy of transforming people-focused organizations across the United States.”
